Given we also have macaroon_auth.py that's related to auth, I wonder if it wouldn't be better to make maasserver/auth.py -> maasserver/auth/local.py (or something) and import MAASAuthorizationBackend into its __init__.py, so we can later move the macaroon one to that package as well
