Adam Collard has proposed merging ~adam-collard/maas-ci/+git/system-tests:wait-ready into ~maas-committers/maas-ci/+git/system-tests:master.

Commit message:
wait for region controllers to be ready

Introduces new 'wait_for_ready_controllers' which will loop, waiting
for all region controllers to have passed commissioning.
