[Merge] ~ack/maas:cleanup-required-deps into maas:master

 

Alberto Donato has proposed merging ~ack/maas:cleanup-required-deps into maas:master.

Commit message:
Drop required-deps/{doc,build}.

The former is unused (also dropped references to docutils and old man pages.
The latter was used to install deb build dependencies, which can be done via apt.
