The proposal to merge ~r00ta/maas:MAASENG-1782 into maas:sqlalchemy-spike has been updated.

Description changed to:

This MP aims to
1) install the required packages for local development in the virtual environment .ve created by the makefile
2) scaffold the maasfastserver application and expose the root at `/api/v1/`. Atm the application listens at 0.0.0.0:5241: this will be changed in the upcoming MP to make it listen to a unix socket.
3) include the application in the setup scripts for tests, easyinstall, linting and formatting
