Horizon Developers,

As of this morning, Horizon has an up-to-date set of .po files merged
and ready for translation. These files are "final" as we've now entered
a string freeze to allow translators to do their work.

What this means:

    * Translators: have at it! Every translation helps. Patches should
be submitted through the normal gerrit review process.

    * Developers: Please don't change or add any strings unless there is
a typo in the string or it is *absolutely* necessary. If you do change
any strings you *must* update the message files accordingly and include
that updated file in your review.

Thanks everyone for all your hard work, and let's knock out as many
translations as we can in the remaining weeks!
