  Agreed. It seems like we should have an extra write once boolean in the
  db for terminated instead of relying on the overloaded state flag.  This
  represents that the user has terminated the instance, and if it is set
  we should never bill or return it to the user.  The actual
  termination/deletion of the instance can happen asynchronously --Vish.
