Connected some missing hooks for facet_integrand (used for interior_facet_integral),
now they go all the way from Form to FormCG just like cell_integrand and boundary_integrand.

Added an almost empty QuadFunction class, planned to be used for identifying coefficients
to be evaluated in quadrature points instead of a regular finite element basis.
