[HG syfi] Added subelement signatures as comments to generated tabulate_dofs code.

Work on element generation in newsfc.
Most functions should now work for most general element hierarchies:
- Basic elements (non-mixed) may be assumed to be scalar a few places.
- Symmetric tensor elements may not work all places.
Everything needs testing! Unit tests are only rudimentary sanity checks.
