  NEWS symlink prevents lp:testtools being branched

Status in testtools:
  Fix Committed

Bug description:
  In r212 a symlink at doc/news.rst was added the referenced NEWS could
  be included "in generated docs". Because of bug 81689 this means I
  can't get the newest copy of testtools to work on. Creating the
  symlink in the Makefile as part of the doc generation instead would be
  less disruptive.
