Its now $VERSION rather than testtools-$VERSION, this is a
pre-requisite of using pbr, which resolves the chicken-and-egg stuff
we had around managing versions.

1.8.0 is tagged in this form. I've no plans to re-tag the old
versions, though if someone feels strongly I'm willing to do that work
(or heck, that person could do it themselves :)).
