I confirm that the patch was not considered on TI side.
It was added and proposed to mainline.
New public package will be published soon with the fix.

Bug description:
  In the latest stable version of pvr-omap4 (1.7.9.0.1.5-1), the -dev
  packages for egl, gles1, gles2 and vg are missing pkg-config files,
  making it difficult to build programs using them.
