Here in the starttorios log:
JWM: warning: /home/jack/.jwmrc[217]: could not open included file:
nice-start --include

So can you post the output of
nice-start --include
This may be the issue... in fact it may simply need a newline or
something basic.
You might try editing nice-start by adding a \n after  the:
around line 169
 <JWM>
and the:
around line 186
</JWM>

But either way please send the output!  Thanks for your diligent testing
