The odd thing is in your log file:
Using /home/jack as the HOME directory for jack
overwrote /etc/skel/.bashrc
copied jwmrc file to backup (~/.jwmrc.old)

So... according to your log file the jwmrc for /home/jack has been changed.
But according to your jwmrc file it is NOT changed.
So... I am a bit stumped at the moment.
If you want just a quick fix:
cp /etc/skel/.jwmrc ~/
sudo chown $USER:$USER ~/.jwmrc
