So those rights need to be in the hands of people maintaining the site and in fact in the hands of more than 1 person. If there is ever a legal issue (for example) and someone tries to contact who ever is listed by whois and that person fails to respon in a reasonable time frame, then there could be implications. so the person NEEDS to be active in the project so any such issues can be discussed at an emergency meeting for example and addressed.
