Bug description:
  To reproduce run mir_demo_serve_shell with two mir clients. Move one
  client surface partially off screen, place the other client surface on
  top, covering the whole on screen part of the bottom client's surface.

  Expected: the bottom client receives an occlusion event
  Actual: Nothing happens. The bottom client receives an occlusion event only when the top surface covers its surface completely, including the off screen part.
