Bug description:
When running an Ubuntu SDK app on the desktop the toolbar needs is not
visible and needs to be swiped out from the bottom of the window. This
is uninituitive and gives the impression that no toolbar exists.

  Desired solution:
Use hovering onEntered and onExited events on desktop to hint that there is a toolbar available.
  See the prototype: lp:~vesar/+junk/hover-hint-toolbar
