Bug description:
Steps to repro:
1. Freshly booted phone
2. Swipe greeter to show dash. Scroll Home lens contents down so the page header is hidden
3. Press power button
4. Press power button again, so greeter shows
5. Swipe greeter away to show dash again
Expected result: Page header visible, so you know what lens you are looking at
Actual result: page header hidden

Desired behaviour :
When ever user focus the Dash (through launcher button, long left edge
swipe in any app or right edge swipe in greeter) the scroll state of
the focused lens should be maintained but header should be visible (in
the same way it slides in through reverse scroll)
