Bug description:
While automatic bug reporting for crashes is disabled in apport when a
release becomes stable it is still possible for people to report a bug
via 'ubuntu-bug'. This makes sense up until the point the release
reaches EOL when ubuntu-bug should no longer be usable. Additionally,
the automatic reporting of package installation failures should also
be disabled when an Ubuntu release reaches EOL.
