Bug description:
  Small application windows like Calc, Terminal, Update Manager force
  the Unity launcher to auto-hide.  Sometimes, repeatedly - like Update
  Manager.

  This is disturbing, frustrating, silly behaviour and is definitely not
  user friendly.  It can make the desktop experience resemble a cheap
  video game.

  The only time the launcher should auto-hide is when a user manually
  requests it for a full screen experience.  No other exceptions shouls
  be tolerated.
