  Chameleonic effect for launcher icons affected by various factors

Bug description:
  The chameleonic effect for the launcher button backgrounds is
  sometimes affected by the current icon theme and/or the wallpaper set,
  causing it to take on the wrong color and not match the rest of the
  launcher. It's not always noticeable, but certain combinations make it
  more apparent (especially with smaller launcher widths, such as <
  40px).

  Someone else pointed this bug out to me originally, and I can
  reproduce it in unity 5.12-0ubuntu1 on Ubuntu 12.04 LTS.

  I made an unlisted YouTube video showing the issue here (look
  especially around the 1:25 mark when it is most visible, with a
  reddish-colored background against a green wallpaper):

  Note that the Dash Home button (aka BFB) remains unaffected.
