  auto-hide launcher not-reappearing consistently

Bug description:
  In Ubuntu 12.04, 12.10, and again on the development build of 13.04,
  when you set the Unity launcher to auto-hide, it has a very
  inconsistent tendency to reappear.

  It seems to only want to return if you quickly slam your cursor
  against the left side of the screen, as when you slowly move your
  cursor to the left side it just sits there. Likewise, if you slowly
  move it to the left side and you keep applying slow-pressure to
  "hopefully" get the launcher to return, all that happens is a
  flickering of shadow along the left edge as if it is trying to return
  but is stuck.

  Another thing I have found is that you have to slide the mouse cursor
  "through" the left side, rather than just to the left side. If you
  stop the cursor right at the left side without applying "through-
  force", it will not appear.

  I dont know if the code requires a certain amount of force or speed to
  get the launcher to re-show, but it is very un-fluid. It would be nice
  if work was done to make the re-emmerging of the launcher fluid and
  consistently perfect.
