  Overlay scrollbar appears when it shouldn't

Bug description:
  Overlay scrollbar appears even when it is not needed and there is
  nothing to scroll.  To reproduce go to the music lens and move the
  pointer over the far right edge of the Dash.  The scroll bar for the
  ‘Filter results’ area appears even though the content in this area
  cannot scroll.
