Given a problem in update-manager, apport became un-usable. The above
commands led to "Could not determine the package or source package
name" or "Please use ubuntu-bug <package-name> to report a bug against
the particular package".
This is likely related to 397519, but apport's behavior is
unacceptable. A message similar to "ubuntu-bug won't work with
current system status" would quickly inform users of the situation,
rather than the incorrect messages above.
