FWIW, I’m seeing the issue only on my device, not in an amd64 utopic
chroot even when setting the form factor to "mobile" (thus sending the
mobile UA string).

Bug description:
  STEPS:
  1. Open settings app
  2. Open Security and Privacy
  3. Click on Diagnostics
  4. Click on Privacy Policy
  5. This opens the webbrowser and points it to legal but it doesn't seem to show anything
