  Scopes scroll down till header goes seems to lock the scope in place

Status in “unity8” package in Ubuntu:
  Invalid

Bug description:
  Steps to reproduce:
  1. With the new scopes in place
  2. Goto the apps scope
  3. Scroll down the page till the header disappears
  4. Scroll up the page till the header reappears
  5. Tap the header and then pick a different scope

  Expected:
  The scope changes

  Actual:
  The scope stays on the apps scope.

  Secondary issue:
  When the scope is locked on apps but the header is on music (for example) if you scroll up the icons are displayed in the header as they scroll.
