Confirmed fixed in Utopic 160.  The launcher now appears above the OSK.
So do SMS notifications, for that matter.

However, snap decisions (incoming call) still appear below the keyboard.
And if the OSK is visible when the screen turns off, it will briefly pop
over the welcome screen, disappear, then leave a blank space in the app
where it used to be.  Depending on the app, it may be necessary to kill
the app and re-start it to get the keyboard back.  But that's probably a
different bug.

  More than this, the launcher needs to show on top of everything.
  Currently, with the browser open the OSK stays on top of the Launcher.

  To reproduce:
  Open browser
  Go to add URL so the OSK is visible
  now try and bring in the launcher

  Launcher on top of everything always and everywhere
