Bug description:
  com::ubuntu::location::connectivity::Manager should expose two
  functions:

    * bool is_in_flight_mode(), returning true iff the device is in flight mode
    * State wifi_state(), returning State::on if wifi is on, and State::off if wifi is off, respectively.
