Language and password settings aren't being updated correctly

Bug description:
Build 169, mako.
Looks like display language and password mode aren't being updated
correctly because libaccountsservice isn't reporting that the manager
object is loaded.
You'll see the message "internal error: user not loaded" when trying
to change password modes or you'll see the language setting fail to
change after setting a new one.
Merely rebuilding the accountsservice package with debugging fixes
this. Or even rebuilding with certain print statements makes it go
away. So I'm thinking a memory problem right now.
