Ken, I don't think this is a dup.  This bug deals with our support for
showing fake users in the tablet greeter.  I'm going to un-dup.

Bug description:
  In r28 14.10, the user logins on the tablet for George Costanza and
  Lola Chang require pins.  Problem is that the user never set the pins.
