Title:
  Keyboard shortcuts like Ctrl-C do not work in non-english keyboard
  layout

Status in “xorg” package in Ubuntu:
  New

Bug description:
  When my keyboard layout is different from English (I use Russian quite often), keyboard shortcuts do not work in any applications. For example, Ctrl-C and Ctrl-V do not work. They work only in English keyboard layout.
  This has never happened in previous distros before 14.04. I doubt it very much that it is related to my hardware or nondefault settings, because a friend of mine suffered from the same problem and decided to switch to another distro.
