Why isn't this a recommends for the best of both worlds? I can't believe
this is still a depends in 14.04 Trusty.

Title:
ubuntu-minimal should not depend on ureadahead
Status in “ubuntu-meta” package in Ubuntu:
Triaged
Bug description:
ubuntu-minimal currently depends on ureadahead. I am not too sure of
the rationale behind that, but it seems to me that ureadahead is not a
core feature of Ubuntu; it's more like an optimization.
It's perfectly reasonable to assume that ureadhead would be better
left off a Ubuntu system in certain circumstances. For example,
someone may elect to remove ureadahead to work around bug #523484.
The core Ubuntu functionality would not change; it would only boot a
little slower.
As such, can it be considered to remove ureadahead from ubuntu-minimal
dependencies?
