Bug description:
  Some businesses and schools may configure multiple access points with
  the same SSID/security scheme in order to provide an environment where
  Wi-Fi devices can seamlessly roam from one access point to another.

  The network indicator should filter SSIDs so that if it finds multiple
  instances of an SSID with matching security scheme, it should filter
  out the duplicates and only show a single entry.

  This was tested on a Nexus10 ( manta ) running phablet-image #49.

  Steps to Reproduce:

  1. Ensure that you have multiple access points with the same
  SSID/Security scheme present and active.

  2. Open the network indicator

  Expected Result:

  You should only see a single menu item for the associated network

  Actual Result:

  Menu items for each instance of the SSID are shown
