  CI builds fail when trying to install libmircommon-dev

Bug description:
  For example: https://jenkins.qa.ubuntu.com/job/mir-mediumtests-runner-
  mako/2186/console

  There are two issues causing this:

  1. We install -dev packages when we don't need to (Fix: https://code.launchpad.net/~alan-griffiths/mir/fix-1297100/+merge/228123)
  2. Replacing new mircommon-dev with libmircommon-dev doesn't work (Fix: https://code.launchpad.net/~afrantzis/mir/fix-mircommon-debian-replaces/+merge/228247)

  Any of these landing should fix the CI failure, but they both need to
  land since they fix different core issues.
