Just ran into this on a 14.04 -> 14.04.1 upgrade, and it confused the
heck out of me, since it was a non-trivial amount of time before initctl
started responding again.  Can we get this prioritized and fixed
(preferably by making telinit block until it's actually done)?

  Apport seems to think this is not reported.  Reported it on my other

  Do not have time or desire to hunt up the other bug, you may have
  deleted it for all I know.
