Title:
  Lock screen does not allow users to interact with calls

Bug description:
  This problem is only reproducible when the lock screen requires
  password to unlock.

  If you receive an incoming call, the notification bubble is correctly
  displayed. You can decline the call, but if you accept it, the call
  will become active and no dialer-app is displayed. Apparently it is
  correctly launched in the user session, but it's hidden behind the
  password screen, therefore users can't hangup, set mute or speaker
  mode while the phone is locked.

  The desired behavior is that users should be able to interact with the
  call, but they would need to unlock the phone only to access private
  information (like the contact list, or make another call).
