It also looks that this job isn't available for upstart. Since upstart
is still in the official repositories maybe core-jobs should also be
created for upstart.

  /etc/mtab is a normal file (should be a symlink to /proc/mounts)

Bug description:
  I'm using Ubuntu 15.10 dev with mount 2.26.2-6ubuntu3 and I'm noticing
  that after booting my system /etc/mtab is only containing an ecryptfs
  entry for my home folder but nothing else.
