[Notifications] retain notifications that the user has not acted on

Status in Canonical System Image:
  Confirmed
Status in Ubuntu UX:
  Fix Committed
Status in indicator-messages package in Ubuntu:
  Confirmed

Bug description:
It would be nice if the messages I receive but have not yet acted on
would persist across reboots. That way I would not forget about an
important message or miss an update, or miss something if the shell
  restarted

"Notifications will be persistent in the notification centre (even
after reboot) unless the user acts on them by any of the dismissal
