  launcher bugs can get stacked on top of eachother

Status in unity8 package in Ubuntu:
  Confirmed

Bug description:
  Under certain circumstances (not sure what's triggering it) we have
  observed that icons in the launcher can get stacked on top of
  eachother. This was seen by insiders running first public krillin
  devices, and reproduced by me on ubuntu-touch/ubuntu-
  rtm/14.09-proposed image 231.

  To reproduce:-

  Pull out launcher
  Long press on an icon near the top
  Pull down to the bottom
  Let go

  Sometimes icons stack. Stacking remains after launcher his hidden then
  revealed. See screenshot.
