[Bug 1494514] Re: When the screen timeout is set to one minute, the screen doesn't dim before going off

I haven't returned to the screen blanking issue yet, but I very much
doubt that it will affect screen dimming at all.

If the purpose of screen dimming is to warn you that the screen is about
to blank (giving you a chance to cancel it), then -- as Ken VanDine said
in bug 1437510 -- it should always happen 10 seconds before the screen
blanks. There should be no separate setting for it.

If the purpose of screen dimming is *not* to warn you that the screen is
about to blank, then what is it for? Why would you want the screen to be
at one brightness level for 15 seconds, and another brightness level for
45 seconds?

Bug description:
When set to two mins or more, the screen dims for 10 secs then goes
  off.

(I also thought the intended time on dim was 15 secs or more not 10,
its a bit too quick to react to)
