[Bug 1496349] [NEW] Device should sleep if hotspot is active, but no clients are connected

Reproduce:
Enable hotspot
What happens:
Device stays awake even if no clients are connected.
What should happen:
Device should go to sleep.
Furthermore, it should wake up if a client connects.
Affecting UX because the user needs to be informed (via indicator/system
settings) how many clients are connected.
