  debconf does not working on KDE

Bug description:
  debconf KDE backend sometimes does not working. It show error message:

  Can't locate Qt.pm in @INC (@INC contains: /etc/perl /usr/local/lib/perl/5.14.2 /usr/local/share/perl/5.14.2 /usr/lib/perl5 /usr/share/perl5 /usr/lib/perl/5.14 /usr/share/perl/5.14 /usr/local/lib/site_perl .) at /usr/share/perl5/Debconf/Element/Kde/Note.pm line 8, <GEN1> line 5.
  BEGIN failed--compilation aborted at /usr/share/perl5/Debconf/Element/Kde/Note.pm line 8, <GEN1> line 5.
  Compilation failed in require at (eval 27) line 2, <GEN1> line 5.
  BEGIN failed--compilation aborted at (eval 27) line 2, <GEN1> line 5.

  Needed module Qt.pm in file
  /usr/share/perl5/Debconf/Element/Kde/Note.pm really does not exists
  and now is not needed. When I commented line 8 which contains "use
  Qt;" everything working fine.

  Please patch file /usr/share/perl5/Debconf/Element/Kde/Note.pm in
  package debconf (e.g comment "use Qt;")
