Title:
  Maximized windows have no window management menu

Bug description:
  When a window is not maximized I can click right on the title bar and
  move the window to a new workspace via the pop-up window management
  menu.

  However, when the window is maximized, I cannot get to the window
  management menu so I cannot move the window to a new workspace via the
  mouse.  The only workaround is to use the ctrl-alt-shift-arrow
  keyboard shortcut.  This is clumsy and not widely known.

  For consistencies sake and to help new user, the right-click pop-up
  menu should appear when click on the top unity bar for maximized
  windows.
