  LIM flickers when dragging a window and mouse cursor moves over title

Bug description:
  Ubuntu 14.04

  How it should be:
  When moving a window by grabbing the title bar the LIM should know that the window is currently being dragged and not show up until the drag action is completed.

  Problem:
  If a window is moved by grabbing its title bar the LIM flickers (LIM gets displayed and is quickly hidden) when the mouse cursor moves above or underneath the window title bar.
