  Arale gets hot with camera-app opened and phone locked -
  camera_service consuming 45% cpu

Bug description:
  Test case.
  - Open camera app.
  - Lock the device.
  - Wait 15 minutes.

  Expected result.
  - Device is correctly suspended and doesn't make heavy use of the CPU.

  Actual result.
  - The device gets hot.
