Bug description:
  Package: systemd-shim
  Version: 3+real-0ubuntu1

  Very minor niggle: /sbin/poweroff is called on system halt regardless
  of the setting of "HALT" in /etc/default/halt. For consistency with
  calling shutdown directly, this variable probably ought to be
  inspected - or simply call /sbin.shutdown instead of poweroff.
