Thank you for your bug report. I can't confirm that using the current
wily version. Is that still an issue for you? How to you close the open
softwares? (keybinding, mouse, ...)

  Expected Behavior:
  I expect when all applications are closed, no menu options or window controls should remain on the top menu bar.  I expect to be able to use keyboard shortcuts after closing all programs without having to click on the desktop first.  I would also prefer no menu items on top menu bar when applications are minimized.

  Actual Behavior:
  1.  Window Controls remain on Top Bar after Program Close
  When I close all of my programs the "close, minimize, and full screen" buttons remain on the top menu bar (moving the mouse to the menu bar after closing the last program reveals that the control buttons remain). This only occurs when ALL programs have been closed and the last closed program was maximized. Also, keyboard shortcuts do not register after closing a program while those window control buttons remain on the menu bar.

  After closing all programs I must then click somewhere on the desktop to get the buttons off the top menu bar and to be able to once again use keyboard shortcuts (such as Ctrl+Alt+T for example). Screen shot of issue at:

  2.  Menu Items Remain in Top Bar after Program Minimize (this may be a design choice and not a bug, but it seems related)
  When I minimize a program the top menu bar still keeps all of that program's menu options on the top of the screen.  See screen shot at:
