[Bug 1302137] Re: display scaling out does not allow to view the complete desktop
The desktop always fits on screen, the issue there is that unity-
control-center doesn't resize as it should. Such low resolution is not a
standard usecase though and we are not going to work on making the
settings fit on that

Bug description:
[ The bug ]
Display when scaled out, does not allow the complete desktop to be viewed. There is no scroll bar to scroll horizontally or vertically.
[ How to reproduce ]
Go to system settings -> Displays and change the "Scale for menu and title bars:" to greater than or equal to 2.
[ What did I expect to happen ]
A horizontal and vertical scroll-bar will be displayed when display is scaled out to view the complete desktop.
[ What actually happened ]
No scroll bar(s) was displayed. So it is impossible to view the complete desktop.
