when the inertia dies, it dies system wide, web browser and all the web
apps

Bug description:
  Scrolling inertia for webapps died on Meizu MX4 (stable channel)

  testing with g+ and omgubuntu, no scrolling inertia. i can scroll but
  the context sticks to my finger.. 0 inertia

  if you have any idea how i can debug this, i'll be happy to do so
