Hum? There can't be (isn't in the SIM) the requirement to unlock your
SIM to place an emergency call. Those are supposed to be available to
anyone, with a SIM or without one (yes, you can place an emergency call
without a SIM).

There's an Emergency Call button on all three of SIM PIN, device PIN and
device passphrase screens, in what scenario can't you place an emergency
call?

  Cannot place an emergency call when device and SIM are locked

Status in “unity8” package in Ubuntu:
  Incomplete

Bug description:
  mako #199

  If the device is locked by a passcode or pass-phrase and the SIM is
  locked with a PIN code, then it is not possible to place an emergency
  call from the greeter because there is no way to unlock the SIM card.

  Bug 1333121 might fix this situation, I'll close this report if it
  does.
