[Bug 1486953] Re: Power-off dialog doesn't appear if power key press begins when screen is off

On arale with rc.proposed:
1. Ensure the screen is off
2. Press the power button and keep it pressed
Expected result:
The screen should turn on and the power-off dialog should appear after a few seconds.
Actual result:
The screen turns on but the power-off dialog doesn't appear. Eventually the phone reboots. I assume that this is because of hard reboot caused by pressing the power button for long enough, but more investigation is needed.
